According to our embroidery technicians this would be a very tight fit if your design needed to be that exact size. They recommend having a .5 in space all around the hoop. This would mean their recommended max size would be 11.2 inches. (.5 in on each side would be 1 inch total for width and height). This does not mean you cannot push the limits further on this, just understand you need to be careful and run the risk of hitting your hoop and damaging your machine.
