How does this apply to the wall and how does it apply to sign blanks? Is it adhesive?

The shadow mount has double sided tape, which allows you to stick it to a panel. You can then hang the panel by the keyhole on the shadow mount. This is recommended for indoor use and is used to display Chromaluxe panels.
