The all-in-one hooper comes with an attachment that allows the backing to be clipped on to the hooper. Yes this does come with the hooper.
This way you would place the back of your hoop on the all-in-one hooper, then clip the backing over the bottom of the hoop, place your garment over the hooper and finally put the upper part of the hoop in place. Essentially keeping the backing from shifting or falling when hooping.
