Although those are not intended functions of Print Optimizer, there is an add on to the Print Optimizer called Fluid Mask that can help remove the background. To use it, Import the artwork and then click on it and go to Jobs and select Edit with Fluid Mask. There are many tutorial videos on YouTube showing how to use it. Click here to see a video about it.
Right below the Fluid Mask selection in the Jobs menu there is a selection called Super Size Image. You can use that to make it a bit higher resolution but there are limitations to what it can do.
Its best to use a PDF or PNG that has a transparent background and export the files at a minimum of 300 DPI
