This foam is softer because it is intended for use on embroidery machines to create 3D embroidery designs. A harder material like resin or plastics would cause needle breaks, would make the needles very hot that would causing melting and damage product, and even worse - you risk damaging your embroidery machine.
If you need the foam to be more dense in the embroidery design you can layer the foam, but be sure to secure the layers before sewing, digitize specifically for thicker 3d puff, and check clearance on machine before you begin.
